From what I have read it works to refresh the desktop background. If for some reason a program is required I would prefer a code sample so that I may comile it myself. I was able to compile the code you gave me Rob and it worked great. Also, the link you gave me Oliver worked too. I compiled my code into an exe, the code is almost identical to my answer above, available here.
Her eis an easy way to refresh teh desktop without adding any external programs. It just calls teh repload of user aprtams which will, by defaultm refresh the desktop. Usefule for adding items to teh desktop. I am confused as to why people are replying to this but the most reliable solution I have found is to compile the code supplied by Rod.
It works on XP, Vista, and 7 without any issues. You are free to use whichever one you like. I posted it here because it seems that people are finding this therad and having all answers makes it easier for someone searching.

Those magic constants are annoying. I can't be bothered to look them up. How do you expect anybody to understand code like that? JonathanPotter I tried 0 instead of 0x but it didn't do the trick.
Start Screen remains unchanged. I'm not sure that has ever been documented as a way to refresh the Start Screen. And Windows 7 didn't have a Start Screen. For me on Windows 8 it refreshes desktop icons which is all it's meant to do.
